Teach low and moderate families how to build grassroots organizations, to run affective meetings, to reach out and build relationships with people in their community, identify and prioritize issues that are tangible and attainable, to research what can be done to address these issues and who has authority to make policy issues that affect their community, to work with the media, to mobilize the community to hold large public meetings with public officials over policy decisions.
